RH Bill and Poverty
Monday, March 28, 2011Parañaque Rep. Roilo Golez also gave a testimonial, saying he does not believe that the bill will stop the cycle of poverty in the Philippines, where children of poor families will likely end up poor as well.
"Para nilang sinabi na nakakahawa ang pagka-mahirap. Para nilang sinabi na ang mahirap, hindi dapat magka-anak," he said.

RH Bill aims to help "lessen" the number of children being born from the poor families, and not to "prevent" or "ban" them from having children. The Bill never stated that poor people are not allowed to have children nor it stated that poor people's kids are to be killed. The bill was suppose to help them stabilize mentally and financially.
Take a typical poor family with husband that has a monthly net worth of 8,000 pesos (minimum wage), an unemployed wife and 6 children, for example. There is no way that this family can possibly feed, raise and send all these 6 children to school properly. And these are not the only problem this particular family has. They also have to pay for rent, water and electric bills.
I would like to point out that my given example above is not really from a typical poor family. Because (1) not every one from a poor family are employed, and even if they are, not everyone gets the minimum wage, some of them gets even lesser than that; (2) not every family rents a house, some of them squats at other people's properties, and some lives off the street; (3) most often that not, 6 is already a modest number of their children.
Nobody said that poor people aren't allowed to have kids. The point there is, that it's easier to raise a family if the number of children are lesser, there would be enough food and other necessities for everyone.
